The Surveyors Guide HSG246

This guide, published by the HSE, is aimed at people carrying out asbestos surveys and people with specific responsibilities for managing asbestos under the Control of Asbestos Regulations 2006. The book covers competence, quality assurance and surveys, including: survey planning, carrying out surveys, the survey report and the duty-holder’s use of the survey information.  

Non-domestic premises includes communal areas in residential properties. Essentially, if you haven't gone through a private front door, it needs a survey. This often means arranging asbestos management surveys to ensure compliance and ongoing safety.

Domestic premises are covered in section 60 on page 23 and require a desk-top study to establish the probable asbestos status.  Essentially any pre-2000 premises can contain asbestos, so if your building was built before 2000, you need to manage the potential risk. In these cases, asbestos management surveys play a key role in identifying risks and guiding safe management.

Add this to the National Trading Standards Estate and Lettings Agency Team (NTSELAT) guidance for residential sales and lettings across the UK and it becomes apparent that all pre-2000 buildings need to comply. Carrying out proper management surveys ensures landlords, agents, and dutyholders meet these requirements and protect occupants.
